Yes, you can use your Dynamic 3DS rules with 3D Secure 2. By default, our Authentication Engine will handle the PSD2 SCA compliance for you.
If your default Dynamic 3DS setting is set to Prefer no at the moment, then we will not trigger 3D Secure if the issuing bank does not (yet) enforce 3D Secure or out-of-scope for regulations like PSD2.
Leaving your default setting to Always will continue to result in 3D Secure being attempted on all transactions on that account.
